Downtown Rochester has 27 holes in the sidewalk like this one, cut out in the winter for electrical work related to new streetlights.

Rochester Mayor Ted Denton says the replacement of downtown streetlights has been delayed by a material shortage.

Anyone taking a stroll or drive through downtown Rochester may notice that preparatory work has already been completed for the replacement of 27 streetlights. Small barricades or barrels are placed at the base of each, as the city has waited roughly two months for new poles to arrive.
