The Rochester City Council on Wednesday discussed at length an ordinance that, if approved, would amend the offense of nuisances to include anything deemed vulgar, obscene or profane.

Mayor Ted Denton referred to the proposed ordinance as “the elephant in the room” before moving it to the top of the council’s agenda. He then asked City Attorney Andy Perkins, who drafted the ordinance, to read it aloud for the council.
