The New York City Council is considering a measure that would raise the minimum age of legal cigarette purchase to 21. Supporters cite studies finding that most adult smokers began smoking in their teens and when other places have raised the age, the percentage of teen smokers has dropped. Opponents of the measure argue that government has no role worrying about such personal behavior. What say you? It is now 18.
